It was never explained to me what was actually the issue, but I don't think it was a hardware issue. I spent a couple of hours on screen share with the Apple disability helpline, and I tried all the uncheck and reset settings, such as network settings, and then reentering the network information, and unchecking Siri, and then retraining it. We literally tried everything tech support could think of, and I had tried all the basic things before I even called, including doing all the updates. It was definitely something the engineers had to diagnose from their end, and when the disability helpline called me back after it was fixed, they used this stupid callback setting which cycles through the option to choose to talk to your tech support person faster than a VoiceOver user can find and click the number, and then the synthetic voice ends the call, all in about six seconds, I kid you not. So I never had a chance to talk to a live person and follow up with questions to ask what had been the problem, especially since I was still in the middle of my post-vaccine rheumatoid arhtritis flare up, and then I had a PTSD incident Wednesday afternoon, because there was just too much all piling on at the same time.
