While I managed to bump into someone at Arisia years ago who mentioned having a braille tarot deck for sale, these seem to have become completely unavailable. The best approach would be to get a blank tarot deck and braille your own or to use an online version like
The Silicon Valley Tarot, Internet Version

Note that the page offers a list of every card in the deck--to skip to the button to get your reading, search for
See Your Fortune - Silicon Valley Style!
Learn Something - Tuesday, October 20, 6PM PST
Just in time for Halloween, come listen to Alice Hackney, tarot reader, as she takes you step by step through how to read tarot and answers your questions.
See you there!

All online interactive programs require no password, are free of charge, and open to anyone worldwide having an Internet connection, a computer, speakers, and a sound card. Those with microphones can interact audibly with the presenters and others in the virtual audience. To speak to us, hold down the control key and let up to listen. If no microphone is available, you may text chat with the attendees.
Accessible World uses News Wires, like this one, to inform people of the topic and times for the many Discussion Groups on Accessible World. The lists are announce only to keep the traffic to a minimum.
